The “Nepal Window
II Trade Related Capacity Building Programme” (NWII-TRCBP)
is a joint initiative of His Majesty's Government of Nepal (HMG-N)
and the United Nations Development Programme (UNDP). Executed
under the National Execution Modalities, the programme is implemented
by the Ministry of Industry, Commerce and Supplies (MOICS),
the focal institution for trade policy formulation. HMG-N seeks
to address structural weaknesses and inadequate levels of resources—financial,
human and technological—to enhance Nepal's competitiveness
for effective integration into the global trading regime.
The 'Nepal Trade Competitiveness
Study' (NTCS), carried out in November 2003, identified three
categories of constraints: (1) inadequate mechanisms and incentives
for firms to acquire new technology, (2) weak infrastructure,
and (3) an unfavorable business climate. This implied the need
for capacity enhancement, institutional and human, among others.
The programme aims to strengthen the government's capacity to
coordinate the integration of trade priorities and measures
for successful WTO negotiations. In addition, in line with the
NTCS recommendations for short-term activities, the programme
will assist in enhancing institutional capacities aimed at improving
trade facilitation and enhancing competitiveness of Nepalese
entrepreneurs and exporters.
